Preparation [Ref.]:
2-Nitroethanol (28.0 g, 0.31 mol) and phthalic anhydride (68.8 g, 0.46 mol) were heated at 150oC under 80 mm of Hg until the phthalic anhydride melted. The temperature was then raised to 180oC, and 20.2 g (89%) of nitroethene was collected as a light-green liquid that was stable for months in the freezer or as a chloroform solution at ambient temperature.
